The vast majority of Jersey City's housing boom has been built on the conventional tax roll — not on PILOTs. The early PILOTs (2013–2017) were concentrated in former industrial zones, railyards, and brownfield sites. Since 2018, the city has signed only 8 new PILOT agreements, mostly for affordable housing or major community givebacks.
